Support python 3.6

Python version 3.6 was released in 2016

I would like the option to be able to use python 3.6 in IBM Watson Studio as is the version I’m currently using to build python applications including IBM Cloud applications in containers and serverless

    This is possible....

    Create a new Environment based on python 3.5. Then edit the environment and in the "Customization" section, add 'python3.6' into the dependencies section. Add any additional packages to the 'pip packages' section. Similar to the following:

    # Please add conda channels here
    - defaults

    # Please add conda packages here
    - python=3.6

    # Please add pip packages here
    # To add pip packages, please comment out the next line
    - pip:
    - allennlp==0.4.3
    - jsonlines==1.2.0
    - xlrd==1.1.0
    - xlsxwriter==1.1.0
    - ipywidgets==7.4.1
    - CouchDB==1.2
    - ibm_cos_sdk

    Create a notebook to use this new environment and check it's using python 3.6 by entering the following into the 1st cell:

      !python --version
