Add support for Keras in R

The Keras package is available in R but requires some python dependencies to run.  User-level permissions don't let us install those dependencies in our environment so would you please look into this issue and ensure that DSX can support Keras for R users?

I suggest that this priority is 'High' due to the imminent release of our Deep Learning service.  We want to be able to support both R and Python users for Deep Learning, and Keras is one of the best packages out there for it.

    Is this permission problem in R Studio or R notebooks? If notebooks, for which type of backend or environment?

    With non-Spark notebook environments, you should be able to customize the r-keras package. That will pull in a lot of upgrades though, including an update of r-base from 3.4.2 to 3.5.1.
