Support environment variables when creating new notebook

If I want to load data from 3rd party data provider, it injects credentials into a cell in plain text, although this cell can be marked as hidden but it won't work when sharing the notebook with other peers.


It would be great if it supports injecting credentials over environment variables which is common practice in other places like AWS EMR or a notebook running locally. Notice that this is not about setting environment variables via magic %set_env, but setup per notebook out of notebook itself.

    Add project-lib tokens as implicit env settings.

    This idea IBMWDP-I-186 and IBMWDP-I-310 should be merged into IBMWDP-I-8, IMHO
